[Excerpt] ...A taxing problem -- Pressure is building on Treasury Secretary Paul O'Neill to reject the tax competition plan put forward by the Paris-based Organization for Economic Cooperation and Development. This plan, which is a top priority for high-tax nations like France, forces low-tax countries to change their tax and privacy laws, making it easier for Europe's welfare states to collect more tax revenue. O'Neill has heard from a wide range of opponents including more than 40 members of Congress -- from both sides of the aisle -- and citizens groups that represent millions of Americans.
