1) Washington Update

This weekend could be a pivotal point in the battle against the OECD's so-called "harmful" tax competition project. The G-7 finance minister are meeting in Washington and we have heard that the OECD is trying to convince the Bush White House to put language in a communiqué in favor of the OECD's tax competition initiative.  We have been working with our friends on Capitol Hill and the Administration to make sure this doesn't happen. In fact today, Majority Leader Dick Armey voiced his strong opposition to the OECD plan at a meeting with Administration officials (see Armey Press Release and White House Bulletin below). Armey let the Administration know that the House of Representatives would not back them and asked for an immediate withdrawal of U.S. support for the OECD project.


2) Armey Urges Administration to Fix Flawed OECD Policy

House Majority Leader Dick Armey today urged administration officials to withdraw from the Organization for Economic Cooperation and Development's (OECD) initiative to end so–called "harmful tax competition."

In a meeting today, Armey urged President Bush's Chief Economic Advisor Larry Lindsey and Assistant Secretary for Tax Policy Mark Weinberger to act quickly. Full press release linked below:

3) Majority Leader Dick Armey fights for freedom …THE WHITE HOUSE BULLETIN , April 26, 2001

Armey Presses Lindsey On OECD "Harmful Tax Competition." White House economic advisor Larry Lindsey hit the Hill this morning to talk tax cuts. At a meeting with Dick Armey, the House Majority Leader pressed upon Lindsey the need to reverse course on the OECD's "harmful tax competition" initiative. According to Armey, the initiative is meant to benefit a few high-tax European countries that fear low tax nations are stealing business – and therefore tax revenues – by offering lower tax rates. Armey urged the reverse in course because the Clinton Administration had sided with the OECD maneuver, and there has been no sign so far that the Bush Administration to stop the inertia behind it.  In a letter written last month to Treasury Secretary Paul O'Neill, Armey said the OECD is seeking "to create a tax cartel for the benefit of a small handful of high-tax nations. These countries are seeking to impede the flow of global capital, and the US economy – with its comparatively attractive tax system – will suffer if they succeed. I look forward to working with you to stop the OECD's initiative and to adopt, instead, common-sense proposals that will maintain tax competition and the sovereignty of all nations."

7) The Coalition for Tax Competition Asks the Treasury Department to Condemn OECD Initiative and threat of Sanctions

The Coalition for Tax Competition sent a letter to the Assistant Treasury Secretary for Tax Policy, Mark A. Weinberger, criticizing the OECD's attack on low-tax jurisdictions and requesting that the Treasury Department issue the following statement: "The U.S. Treasury has decided to further evaluate the potential consequences of the OECD's harmful tax competition and information sharing initiative, and thus is not prepared to support the initiative at this time."
